Dear MPP Caroline Di Cocco,

Please find enclosed some recent correspondence regarding the broad
issue of municipal restructuring as promised to you and Yvonne Carey
when we met during the Remembrance Day ceremonies at City Hall. I
also enclose my unedited letter to the editor of the Observer
published Nov. 12/99. I've underlined the omitted portion as
unfortunately, some context was lost when edited for space
considerations.

I hope your review of this material will indicate, at best, opportunities
delayed and fundamentally, the unworkability of the present
arrangement between the city and the county that led to the rebuild
of that portion of Lakeshore Road east of Murphy Road and the safety
issues raised there.

Besides Mayor Bradley's apparent confusion of the actual cost benefits
of the present arrangement of county roads within city limits (see
copy of Observer clipping), there is a regrettable attitude expressed
by the province that this is not their responsibility. This, despite it
being a provincial law that maintains this inherently discriminatory
structure.

My particular interest is whether you'll find moral equivalence in this
situation and the condition that led to your previous efforts with the
GRACE group. If so, then I would expect you to fight to push for a fair
restructuring of municipal government in Lambton County. You and
your office are aware of my hope for a seamless trail/bikeway all
along the waterfront through Bright's Grove to the Rainbow corner
and then onto Lakeshore. At Lakeshore the county comes in and with
the city having only 40% of the votes is where we get stuck. We don't
need somebody in Wyoming who couldn't care less about what
happens with development in the city making these decisions. Only
proper restructuring would allow Sarnia to have control in
improvements to city standards within its borders.
